The purpose of this directory is to provide a centralized resource for agencies and groups working to combat human trafficking across the state. The N.C. Human Trafficking Commission (HTC) has not vetted the organizations or persons listed in this directory. Do not construe placement on this directory as an endorsement or recommendation.

We encourage all users to research and assess each entity by reviewing agency websites, learning agency mission and values, asking questions about policies, procedures, political or religious affiliations, and previewing admission paperwork or client agreements before determining appropriate fit for referrals. The N.C. Secretary of State website is also a resource to search for information on a business or charity, including charitable solicitation license and non-profit status.

If you are the lead representative of an anti-human trafficking agency or effort and you would like to report incorrect information or an omission for your agency or effort, please notify us.

To search the document for a specific service, organization, or location (county or city), we recommend using control + find (ctrl + f). The directory is organized by type of organization, with the location and services provided included for each organization.

The Tier Ratings in this directory refer to an organization’s self-identified specification on human trafficking from the Polaris Project. The tiers do not refer to quality or preference but only to the organization’s focus on trafficking. Tiers 1 through 4 indicate the following level of specification:

• Tier 1: The organization’s primary focus and/or mission is human trafficking.
• Tier 2: Human trafficking is part of the organization’s focus, but they also focus on other populations, and they have a specific human trafficking project or staff person dedicated to human trafficking.
• Tier 3: The organization’s focus and mission are not focused specifically on human trafficking, but their mission is focused on other high-risk populations or victim services. They have no specific human trafficking project or dedicated staff.
• Tier 4: The organization is a general social services organization that is part of the anti-human trafficking effort by accepting referrals, attending training, etc.

To ensure a shared, uniform language, the Resource Directory defines the following terms as:

• Emergency Shelter: An organization provides shelter admission to its target population 24/7 with low barrier requirements (e.g., no application process or requirement to sign a lease or occupancy agreement) for the purpose of safety and initial stabilization.
• Housing: Refers to non-emergency shelter housing options, such as transitional housing or shelter, residential programs, or long-term / permanent housing.
• Direct Outreach: The organization interacts with potential survivors / victims either for the purpose of providing services or building relationships, such as in jails, homeless shelters, massage parlors, strip clubs, etc.
• Awareness Education and Training: An organization provides trainings and/or engages in activities to raise awareness about trafficking to general public or businesses / employees that may interact with potential survivors / victims of trafficking.

National Human Trafficking Hotline Protocol

Listings for Regional Response Team and Task Forces state whether the lead organization is listed as part of the National HT Hotline Protocol. To be included, organizations must apply to the Polaris Project’s National Human Trafficking Hotline resource directory. The agency must be accepted by Polaris and the HTC. Organizations may be included in one of three capacities: 1) join Polaris Projects’ public referral list, 2) join private internal referral list, or 3) be approved to receive 24/7 victim response calls.
